The child care center premises, including the outdoor learning environment, was not clean, drained to minimize standing water, free of litter and hazards, and/or maintained in a manner which does not create conditions that attract or harbor pests. The program’s outdoor learning environment was monitored during today’s visit. A section of the wooden fencing surrounding this area and near the left side of the outdoor learning environment was observed beginning to detach allowing the protruding nails underneath to be exposed and accessible to children. It was also observed that a section of roots attached to a tree adjacent to this was now visible and in the direct path of travel for children playing in that area.

While monitoring the area of the licensed childcare space utilized by enrolled infants and toddlers it was observed that program’s Emergency Evacuation crib was located at the rear of this space behind another crib and surrounded on the other three sides by two walls and a rocking chair, making it not easily accessible for emergency evacuations.

A violation was found for which there is no item number. 15A NCAC 18A .2804H After the completion of each feeding, any leftover formula, human milk, or other bottled beverages used during the feeding shall be discarded or sent home with the child whose name is on the label for the formula, human milk, or bottled beverage at the end of each day. Feeding is complete when the child care center employee has stopped feeding the child and the child has been removed from the feeding area in the child care center and returned to other activities. Bottles previously used for feeding shall not be returned to communal mechanical refrigeration. Nothing in these Rules shall prohibit human milk from being sent home at the end of the day with the child whose name is on the label for the human milk instead of being discarded when the child's parent or guardian has given the child care center written permission to send the human milk home. Staff shared that when the child would bring in a large bottle of formula and only consume a small amount of the formula they would attempt additional feedings with the same bottle to eliminate wasting unused formula.
