The Neighborhood Home Nursery And Daycare Services

Adequate supervision was not provided for children in the Family Child Care Home. During today's visit it was confirmed that there were two occurrences where the provider had stepped outside of the home leaving preschool-aged children enrolled in the program not adequately supervised with being able to both see and hear them.

Operator did not maintain accurate daily attendance records including documentation of arrival and departure for all children in care, including the operator's own preschool children. There was no attendance record completed for today.

The operator did not develop an Emergency Preparedness and Response Plan within four months of completing the Emergency Preparedness and Response in Child Care training and/or the Plan was not completed on the template provided by the Division. An attempt was made to monitor the program's EPR. It was observed that the EPR was not accessible for review.

Operator and/or staff who work with children, did not complete health and safety training as part of on-going training so that every five years, all the topic areas were covered. Training records were monitored for the provider and it was observed that she had last completed the required Health and Safety trainings in July 2021 and was due for the required five-year renewal but this had not occurred.

Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. While conducting a walk-through of the program two (2) cans of aerosol Air Freshener were observed being stored on top of a bin located on the half wall in the childcare space and an aerosol can of Lysol was observed being stored on the toilet in the program’s bathroom.

It was observed that one (1) child under fifteen months old had an infant feeding plan on file that had not been updated to reflect they are currently eating table food.

Plastic bags, toys, and toy parts small enough to be swallowed, including but not limited to materials that can be easily torn apart such as foam rubber and styrofoam, were accessible to children under the age of three. In the childcare space two (2) children under three years of age were present and it was observed that plastic grocery bags were being stored hanging from the top corner of the changing table and accessible to these children.

Safe sleep policy and poster about safe sleep practices was not posted in a prominent place in the infant sleeping room or area where parents and caregivers are able to view daily. In the childcare space it was observed that the posted safe sleep policy was not customized to reflect the center’s specific policy, this was discussed with the provider and corrected during the visit.

In the childcare space it was also observed that the children’s personal items were being stored in plastic shopping bags on the bottom shelves of the changing table and accessible to children.

Sleeping infants, ages 12 months and younger were not visually checked every 15 minutes. Safe sleep checks were monitored and it was observed that these are not being completed consistently.
