ALLEGATION(S): Staff caused multiple injuries to child in care taff spoke inappropriately to child in care INVESTIGATION FINDINGS: On February 11, 2026, at approximately 2:55pm, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced visit to deliver complaint findings for the above allegations. LPA met with the Director Alma Ortega and explained the purpose of the visit. Present during today’s visit was Director and 13 staff caring for 54 preschool children. Facility is operating within capacity. During the course of the investigation, LPA conducted both staff and parent interviews, conducted observations and reviewed pertinent documentation that was received. LPA determined that based on the information obtained there is not sufficient evidence to prove that Staff caused multiple injuries to child in care and Staff spoke inappropriately to child in care Although the allegation above may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore, the above allegations re UNSUBSTANTIATED. Upon receipt of this report, Licensee shall post the Notice of Site Visit. Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain postings as required will result in an immediate $100 civil penalty. This report is public and can be reviewed. 101700.3 California Lead Action Level at Child Care Centers (b)(1) A result with values of 5.5 ppb or greater shall be deemed an Action Level Exceedance. This requirement was not met as evidenced by: Based on results received from the certified water samplers, the facility exceeded 5.5 ppb of lead in their water source. Once recieved, the facility took immediate and proper actions to remediate the fixtures. This poses a potential health, safety, or personal rights risk to persons in care.
