ALLEGATION(S): Licensee allowed uncleared adults to work in the facility. INVESTIGATION FINDINGS: On August 7, 2025, at approximately 12:30 p.m., Licensing Program Analyst (LPA) Zeynep Basak conducted an unannounced visit to the facility to conclude the complaint received on July 24, 2025. Upon arrival, LPA met with the assistant and the licensee, Lorena Taylor, arrived at 12:40 p.m. and LPA explained the purpose of the visit. During today’s inspection, LPA observed the licensee, an assistant, and ten children (4 infants, 6 preschool age) present. LPA verified the individuals who live in or present criminal background clearance through the Guardian website. The facility's operation hours Monday through Friday from 8:00 a.m. to 5:00 p.m. As part of the complaint investigation conducted on several occasions and dates, the LPA obtained pertinent documentation, reviewed facility records, and conducted interviews with parents, and the licensee. 102416.5(d)(2) Staffing Ratio and Capacity (d) For a Large Family Child Care Home, the maximum number of children for whom care may be provided at any one time when there is an assistant provider in the home, including children under age 10 who reside at the licensee's home and the assistant provider's children under age 10, shall be either:(2) More than twelve and up to fourteen children only if the criteria in Section 1597.465 of the Health and Safety Code are met. Based on observation and interview, the Licensee did not comply with the section cited above. There are a total of fifteen children present during the inspection (four infants, nine preschoolers, and two school-age children). The licensee's licensed capacity and limitations are only allowed for four infants, eight preschoolers, and two school-age children. Operating beyond the licensed limitation poses an immediate risk to the health, safety, or personal rights of children in care.
