(a) Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above by not having drinking water accessible when children are outside for play, which poses a potential health, safety or personal rights risk to persons in care.
