ALLEGATION(S): -Staff handles day care children in a rough manner INVESTIGATION FINDINGS: On 9/3/2026, at approximately 1:00PM, Licensing Program Analysts (LPAs) Jonathan Tse and Nathan Garcia conducted an unannounced complaint investigation visit at the facility. LPAs met with Director K.X. and explained the purpose of the visit. During the course of the investigation, LPAs conducted site observations, record review, and interviews with relevant parties. Based on site observations, LPAs did not observe a staff member handling children in a rough manner. The facility denied the allegation. Based on relevant evidence collected and reviewed, there is no direct evidence to support or deny the above allegation. The preponderance of evidence standard has not been met. Based on relevant information reviewed, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated at this time. A notice of site visit was provided and must remain posted for 30 days. Exit interview was conducted and report was reviewed with Director K.X. Unsubstantiated Estimated Days of Completion:

101223: Personal Rights: "(a) The licensee shall ensure that each child is accorded the following personal rights... (3)To be free from corporal or unusual punishment..." This requirement was not met as evidenced by: Based on interviews conducted, the facility did not comply with the section cited above as there is sufficient evidence that the allegation of staff yelled at daycare child has occured. This poses a potential health, safety or personal rights risk to persons in care.
