ALLEGATION(S): Adult in home inappropriately touched child in care. INVESTIGATION FINDINGS: Licensing Program Analyst (LPA) Tapia-Mandujano conducted an unannounced subsequent complaint inspection to discuss the above allegation and met with licensee, Karla Valencia. Present during the inspection was licensee, staff, and 11 children (3 infants and 8 preschool age). Investigations Bureau (IB) Investigator, Victoria McIntosh, conducted the investigation. During the course of the investigation, IB Investigator McIntosh conducted interviews with Staff, Guardians, Children, obtained Police Reports and other supportive information. Although the allegation of Adult in home inappropriately touched child in care may have happened or may be valid, based on the information obtained by IB Investigator McIntosh, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is found to be “unsubstantiated.” An exit interview was conducted with licensee, Karla Valencia. Appeal Rights were given and explained to licensee. A Notice of Site Visit and Copy of report will be emailed to licensee at [email protected]. This report is public and can be reviewed. 102370(a): Criminal Record Clearance: " Prior to the Department issuing a license, the applicant(s) and all adults residing in the home shall obtain a California criminal record clearance or exemption." This evidence is not met by: Based on LPA interviews and record review, there was an individual who was residing in the home prior to receiving fingerprint clearance or exemption.
