ALLEGATION(S): Staff allowed children to use materials that are not age-appropriate INVESTIGATION FINDINGS: On 07/15/2026, Licensing Program Analyst (LPA) Martha Jimenez Villanueva conducted an unannounced inspection to conclude a complaint investigation that was received on May 1, 2026. LPA met with the Site Directors Stefanie Alamo and Antonio Labrador and discussed the purpose of the inspection to deliver findings. A tour of the facility was conducted and census was taken. Children in care: 117 total, school age 17, 67 preschool age children and 30 infants, with 33 staff supervising children. Information provided by the Reporting Party (RP) alleges that staff allowed children to use materials that are not age appropriate. During the course of the investigation, LPA Martha Jimenez Villanueva conducted interviews with staff, parents, and other involved parties, and reviewed facility and pertinent records. Interviews reveal that during an outdoor activity, children were provided with latex balloons by staff for play. Staff confirmed the activity occurred on January 18, 2026. Based on interviews and information obtained, there is sufficient evidence to support the above allegation that staff allowed children to use materials that are not age appropriate. Purpose of today's investigation: deliver investigation findings. LPA conducted observations, interviewed staff, random parents and random children during the investigation. LPA toured inside and outside areas of the facility during investigation. Based on interviews during the investigation process, it is concluded that although the above allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur.
