A classroom with a specified age of two-year-olds requires a 1:11 caregiver-to-child ratio. At the time of the incident, the classroom initially had two caregivers with 11 children. When one caregiver stepped away, the ratio became 1:12, exceeding the required limit.

Based on the information obtained, it was determined that a caregiver did not use positive redirection to a child in care. This was corrected when the operation removed the caregiver and made a report to CCR.
