Based on sufficient evidence available at the time of the licensing inspection, more likely than not, applicable WAC 110-300-0450(2)was violated. During the inspection, licensor Anita and supervisor Jessica observed the biting policy, it does not appear the center has put anything in place to mitigate the behavior of the excessive biting.
